Accounts Payable & Payroll Technician (FT) - Finance Department

About the Position

The Washington County Free Library seeks a detail-oriented, full-time Accounts Payable & Payroll Technician to support the Finance Department. Working under the direct supervision of the Chief Financial Officer, this position focuses on accurate financial data entry, accounts payable processing, vendor documentation, and payroll support.

This role is primarily transactional and clerical in nature and requires strong attention to detail, confidentiality, and the ability to follow established accounting procedures and internal controls.

Location: Fletcher Branch (Hagerstown), Washington County Free Library. 

Hours: Full-time; 40 hours per week (nonexempt); normal Monday-Friday schedule, but varied days and hours during WCFL’s regular operating schedule are possible; position subject to system-wide reassignment. 

Salary Range: Anticipated hiring rate will be between $18.70-$20.48 per hour; benefits provided.

Essential Job Duties and Responsibilities

Examples of responsibilities include, but are not limited to:

Accounts Payable and Accounting Support

  • Enter accounts payable invoices accurately into the accounting system
  • Scan, upload, and maintain supporting financial documentation
  • Process outgoing payments
  • Maintain vendor records including W-9s and documentation for IRS 1099 reporting
  • Code and process credit card reconciliations and related expenses
  • Assist with deposit preparation and cash reconciliation as assigned
  • Maintain archived accounting records
  • Support monthly financial reporting activities as directed
  • Adhere to established internal control procedures

Payroll and Financial Support

  • Assist with payroll processing tasks as assigned
  • Review timesheets for completeness and accuracy
  • Support reconciliation of payroll reports to financial records
  • Assist with purchase orders and procurement documentation
  • Provide support during the annual audit process and other financial reviews

Knowledge, Skills, and Abilities

  • General knowledge of, or ability to learn, modern accounting principles, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards
  • Experience with, or ability to learn and understand, fund balance accounting
  • General competence, or ability to learn, account coding and maintaining vendor information for IRS 1099 processing
  • Experience with, or ability to learn and understand, the Library’s accounting software
  • Ability to organize, plan, and execute work and to set and reach goals with minimal direct supervision
  • Strong attention to detail and accuracy
  • Ability to establish and maintain effective working relationships with contacts encountered in carrying out the responsibilities of the position
  • Ability to communicate clearly and effectively
  • Knowledge and skills necessary to work effectively as part of a team toward achievement of common goals and objectives

Minimum Qualifications

  • Experience in accounts payable, payroll processing, or bookkeeping
  • High school diploma or equivalent
  • Proficiency in Microsoft Excel
  • Strong attention to detail and accuracy
  • Ability to maintain confidentiality
  • Ability to follow established procedures and work under supervision
  • Equivalent combinations of education and experience may be considered

Preferred Qualifications

  • Two years of experience in accounts payable, payroll processing, bookkeeping, or a related field
  • Associate degree in accounting, business, or related field
  • Experience in nonprofit or governmental accounting
  • Experience with ADP or similar payroll systems
  • Familiarity with GAAP and GASB standards
